It does not seem likely that anything as exotic as data structures and
programming interfaces would be required. What is necessary is to get
the right people interested. Once the specification is written, and
the various popular operating systems start to come with the file,
then libtool could start to pay attention to it. Things like this
typically take years to accomplish.
The FHS was relatively easy to work out since it was based on
long-standing conventions established by SunOS in the late '80s and
early '90s. A multi-lib architecture description format would be
entirely new so someone would need to invent it and propose it to the
right group of people to propel it to standard status. An alternative
is to follow the approach used by pkg-config and simply show up with
the right tool for the job.
