-  Joaquín Seoane, born in 1953, is currently an associate professor in
   the Telecommunication Engineering School of the Technical University
   of Madrid, teaching several computer science courses, ranging from
   programming to protocols, distributed operating systems, internet
   services, databases, systems administration, and free software. He got
   his telecommunication engineering degree en 1976 and a PhD in 1989,
   and worked in real time control and supervision companies, but the
   main professional activity was devoted to the University since 1978.
   His current interests are distributed systems administration,
   internationalization and localization, SGML and XML based teaching tools,
   free software, and low cost telematic systems for less developed regions.
   Since 2000 is the technical director of the EHAS (Enlace Hispanoamericano
   de Salud), a program aiming to empower the health sector in isolated rural
   areas through telematics.
