Thanks. I can't work on this now -- I hope late this evening.
For sparsersb, I'll add the extra statement and two "render" statements you
spotted.
For librsb, I can try adding a configure check and favour "putenv". 

Can you provide me the config.log file so that I can check what is set and
what not after a 'configure' on Windows?

Getting rid of --without-librsbpp is also necessary, or the improvements of
librsb-1.3 are not being used.
Having librsbpp's subdirectory config.log can be also of help here to spot how
it happened that it some inclusion path is missing and breaking (as you
pointed out on https://savannah.gnu.org/bugs/index.php?61393#comment6).
