Follow-up Comment #9, bug #64194 (project octave):

IMHO it's a bug in Octave (or mesa3d).

Since last posting, I've: 
* Downloaded/installed the latest api-ms-win-core-synch-l1-1-0.dll
* Downloaded/installed the latest Microsoft Visual C++; Redistributable; and
* Verified I already had the suggested Windows Update (KB2999226)
Same bad behavior.

For now, I'll just use fltk.
