Debian and Ubuntu regression is working again on 32bit systems (i386 and armhf) - perl module disabled

I made the debian 1.6.2-2 release where I disabled the perl module. The 
regression now works agains for i386 and armhf such that pspp will not be 
removed from debian and ubuntu.
