>From the documentation of TeX-master:

    If this variable is nil, AUCTeX will query you for the name.

You can read about the meanings of different settings with C-h v
TeX-master .  Or you can just use

M-x customize-variable RET TeX-master RET

and have the meaning of the various settings explained.
