Documentation reorg proposal

I'd like to get AA's documentation to the point where it can match
Diego's Autoconf-Mythbuster.  His focus (writing good configure.ac's)
is slightly different from ours (writing good macros), so I don't
think we're in direct competition.

By way of getting started, I've reorganized the documentation a bit.
Can you let me know if there are any problems with this before I get
too carried away?  The commit is at
