You could add
#ifdef HAVE_SIGNAL_H
# include <signal.h>
#endif
in your libdir/comon.h. The HAVE_SIGNAL_H macro is only set to 1 if
AC_CHECK_HEADERS(signal.h) finds a signal.h.
