I can reproduce the bug if I do this:
        tar xf automake-1.9.6.tar
        cd automake-1.9.6
        touch configure.ac
        make

But under normal circumstances this rule shouldn't be hit and $(ACLOCAL)
shouldn't be run.

Is it possible that the time stamps got screwed somehow?
Is /var/spool/pkg/gnu/ mounted from another computer?  If yes, is the time
properly synced?
