WinZip (though other's object... perhaps with good reason.)
http://www.winrar.com WinRar
http://www.winace.com WinACE (which can create and open a LOT of formats)
http://www.7-zip.org 7zip (open source, and some interesting features, though I had some odd path name issues with it on some tar.gz files)


However, as someone else pointed out - you will probably need Cygwin to build it anyway, so you might as well install it. Either that, or Msys (a set of unix tools with MinGW) which I find very handy to have on Windows boxen.
