I couldn't find a datasheet of the 16_V_ do you have one?
If you operate the AVR with VCC=1.8V then the pins are allowed to
become max. VCC+0.xVolts above VCC and GND-0.xVolts below GND
(the x is in the datasheet, abs. max. ratings).

I don't know how the internal osc. behaves. But external
crystals can be weakly driven for low power applications.
I.e. I have an 3.3V AVR and an external 11.0592MHz crystal.
The voltage swing on this crystal has only 1Vss but is still
working very reliable (verified with additional load).

Power consumption depends much on driving voltages and
freqencies. I've seen tons of graphs showing the power
consumption as a function of {MHz, V, Temperature, ...}
