Under the desktop specs, "xdg-open URI" is supposed to open an
arbitrary file or URI in an appropriate fashion. It's not working with
tel: for me (Debian buster Gnome) but perhaps that's an xdg-mime
registration issue. In any case, there are ways to register apps to
grab tel: URIs, and this is really supposed to be a cross-platform
Freedesktop interface. Of course, emacs will have its own abstraction
over the top of that for opening a URI on anything emacs runs on, like
smart kitchen sinks.
