1.8.3: --force-missing installs old files

I had the current versions of everything from gnulib
(http://savannah.gnu.org/projects/gnulib), and ran automake --add-missing
--force-missing.  This actually installed older versions into my working
directory.  In my case, of depcomp, config.{guess,sub}, and texinfo.tex.

For instance, the config.guess I had before:
timestamp='2004-03-12'
And the one Automake installed:
timestamp='2004-03-03'


Also, automake overwrote my INSTALL file, even though my INSTALL file is
not the generic installation instructions.  I keep those in
INSTALL.generic, and put something that people might actually read
(special cases for Texinfo) into INSTALL.  Perhaps search for

and don't update if it's not there?
