I am not sure it is possible to predictably produce one solution that
will work for everyone.  I think that perhaps the best that can be
done is to simply pick one by best judgement and by that see which one
is producing the least number of complaints.  I say least number
because I am sure that no matter which way it is that there will be
some users that would rather it be the other way.

Pick the least of the evils as you see them and go with it. :-)
