It's not possible. bash would have no way of knowing that Ctrl-b was
typed during the time that another process was in the foreground.

You could do "screen bash" even earlier (e.g., from your startup
scripts). Then when you start a job and later decide you want to
leave it in the background, you can start a new shell, even if you
didn't do anything special when starting that job.
