Thank you for the kind advice. I have sent an email to the chair, Andrew Josey.

Now I think I understand the relationship between the mailing list and
the issue tracker better than before. Thank you for the explanation.

Thank you for the information. After I manage to get an account, I'll
try to create an issue. It might be hard to finally make a change in
the standard, but I would like to see what comes out. Thank you!
