According to "Microsoft Portable Executable and
Common Object File Format Specification (revision 6.0, Feb 1999)":
.rsrc section has flags
IMAGE_SCN_CNT_INITIALIZED_DATA |
IMAGE_SCN_MEM_READ |
IMAGE_SCN_MEM_WRITE
