There's almost certainly something wrong with your /etc/inetd.conf. Try
the troubleshooting advice in the manual and give us exact details of
what goes wrong if you need more help:

You might want to try updating to the current release (1.11) which you
can get from www.cvshome.org -- it has lots of bug fixes and some better
error reporting.
