I think this might be possible now, perhaps with rdiff defaulting to -uN for backwards compatibility. Patches welcome!

I have no idea how it should be implemented on the RCS files.
Delete all tags from version 1.1 and make it non-dead and move
it out of the Attic?  So that it looks identical to if it had been
created in the other order, ie import first.

As I explained to Stefan Monnier in my recent email, this would corrupt any branches off of 1.1 as currently implemented. It's possible that tweaking import to accept/create a dead revision 1.1 might work with a little bit of other magic. I'd love to see a prototype with test cases!
