Feature proposal: commitinfo to pass additional info like loginfo does

Hi CVS gurus.

(This is a re-re-posting due to the bug-cvs-down problem, since it never 
reached its destination)

In January (while the bug-cvs was down) I made an update of the commitinfo 
patch done by John Cavanaugh. See 
http://www.motimeter.dk/branchprotector.
Since I know that patch is not compatible to the existing CVS main branch, I 
suggest that we agree upon an acceptable solution to be put in the main 
branch of CVS.

Here is a proposal how it may be done properly :

It is made by Mark D. Baushke and I, and it is inspired by the way loginfo 
works.
