[Bug-datamash] More percentiles in datamash

Hi,

Thank you for Datamash! It's a nice tool.

I like to use it for processing logs, like HTTP server access logs. In
this kind of task, it's often desirable to compute higher percentiles
of values, such as the 90th, 95th or 99th percentile of a timing.

As far as I understand, Datamash can't do that right now.

It would be great if Datamash had a feature to compute an arbitrary
percentile of a column. But if that's doesn't fit well into the design
of Datamash, at least a few hardcoded operations like p99, p95, p90
would be great.
