Barry Nisly suggested and implemented such feature
just 2 weeks ago.
The latest patch is here:

The syntax will be:
datamash perc:95 1 < input.txt
And you can specify any other desired percentile as a parameter.
I'm just waiting for final confirmation from Barry regarding
licensing, and then it will be included in datamash.
You can experiment with an unofficial (and unsopported) version
with his feature here:
