I am not sure to understand your point.
Are you proposing to limit the number of voters?
As for the bias, I can't see any way to totally remove it. Having an 
international audience limits the bias.

Thinking about control, I just realized all the free software and open source 
projects were basically managed by very
few people who take decisions.  The projects are free but in control, just to 
maintain a high level of quality .
Just a thought, nothing else.
