It makes the buffer writable, and when you save it Emacs will do
whatever it takes to write the buffer, including making the file
writable (although it changes the permissions back again). So, although
it doesn't change the mode of the file it ultimately serves the same
purpose.
I use this on read-only files outside of version control quite often.
