error on (make-frame '((icon-type . t)))

On Windows NT, with Emacs 21.1.1 (i386-msvc-nt4.0.1381) of 2001-10-22 on
buffy, I get this error, or sometimes a core dump:

 x-create-frame-with-faces: No icon window available

whenever I supply a non-nil value for icon-type parameter in make-frame.

The *info* doc for make-frame and window frame parameters states that
icon-type can be non-nil, either a string naming an icon file or other
non-nil value. With anything but nil, I get the error.
