21.1 wrecks html-helper-mode for chinese

switching to emacs 21.1 has caused html-helper-mode "3.0.4golf" to
think any line with chinese characters on it is a multi-line comment
when it is time to do a line wrap.

for instance, we start with this line and start adding "n"'s to it.
    <li>T.  將 切斷以免與廣告  nnnn sdsdjn </li>

pow! it wraps and becomes a comment mess:

    <li>T.  將 切斷以免與廣告 nnnnnnnnnnnnnnnnnnnnn nnnnnnnnnnnnn --[   ]*>
      <!-- sdsdjn </li>

apparently it acts this way on any chinese line, and not just those
with "<!--" somehow inside the 16 bit chars.
