I have the same problem in my Emacs (21.2.1) on Windows 98. Unlike the Unix
versions I use, the vertical scroll bar doesn't dynamically resize as I
scroll. So it is often the case that I cannot scroll to the bottom of the
buffer.
To see this behavior, just open an emacs window and type: ESC 3 0 0 RET H I
Scroll to the top however you want, and then try to scroll down by dragging
the scroll bar.
I'm gonna try looking through the source to try and find a fix/workaround.
If anybody has any pointers, that'd be wonderful.
