The README file on the toplevel installation directory claims:
"The file INSTALL in this directory says how to build and
install GNU Emacs ."
However, there is no file named "INSTALL" on this directory, or on any
other directory I checked.
That is strange, because there is a file called INSTALL in the Emacs
release.
