Yes, I think that sounds correct to me.

It was made obsolete in 24.3...  how far have we gotten in removing
obsolete things now?  23.x?  So perhaps we should start removing 24.x
things in the Emacs 29 cycle.

Anyway, since this seems like it's working as designed, I'm closing this
bug report.
