There should be an empty line before the new entry, and it should be
marked with "---", meaning that no changes are necessary for this
addition.

Also, I'd move this entry to a different place in NEWS; somehoe having
this near 'imenu' doesn't sound right to me.  Maybe we should rename
the "Editing complex text layout (CTL) scripts" section to be
something like "Internationalization changes", and then add this entry
there?

sample-text should actually be the entire Greek line from etc/HELLO.
And can we please have a more meaningful value for documentation?
