I fixed this with commit

Now value labels are interpreted and the the corresponding data is stored.
This works for pasting data with value labels and it works when you edit the
cell content via the editable. If you enter the text of an existing value
label, then the correct data is stored.

If the valuelabel view is active, the copy action stores the value labels in
the clipboard. Pasting into a variable which has these labels result in
correct data. Pasting in variables which do not have these labels result in
empty data.
