True, but it could be an option. In Chess Assistant, the aforementioned
software, the user has the option of exporting it to plain HTML or to
the Javascripts you saw. In fact, one suggestion I made, and that they
never did, as to provide a link so the user could download the games in
a zipped file. Ex: click here to download games for offline viewing. 

Basically, the user could opt to export it in the frames format
suggested, or the plain HTML, or finally both with a link to switch from
one to the next if they wanted. For example, are the CSS supported in
all older browsers?

Yes, but it requires twice the disk space.
