You can possibly make several packages:
gnubg-common (weights, bearoff db, makebearoff, makehyper, doc)
gnubg-nogui
gnubg-gui
gnubg-gui3d
With respect to the other options:
Python: yes (python is default on redhat, what about the other dists?)
Guile: probably no. There is no active development on the guile support.
Sound: yes, with whatever options is default on most linux dists.
