Kees refers to "totalActualCubeDecisions" and implies that his formula takes care of the change you mentioned. That is also what I recall: he changed the factors (originally his formula was indeed based on the error rate from all cube decisions). If the calculation of "close or actual cube decisions" hasn't changed since september 2003, the formula should still be good.
