Ah, I am using 64Bit Ubuntu 12.04. That might be it. If you are going to
build future releases of GNUBG without overlay scrollbars I added a hack
for Debian based builds in the code to turn them off. Some people had
issues in migrating from older versions to newer ones with the launch
icons not being updated (not sure why). If you do configure with this
flag, Overlay scrollbars will be turned off no matter how GNUBG is run:

./configure CFLAGS="-DNO_OVERLAYSCROLLBARS"

Having played around with the test version with the latest neural net,
and the lack of any dissent that the new nets are more of a problem than
the old ones - I will likely be producing a stable build tonight and
tagging CVS appropriately.
