That could work.  However, I worry that the license on some files are
unclear.  Take error.c.  It is from libc, which is LGPL.  The copy in
gnulib has been changed considerably.  The file says GPL.  The modules
file says LGPL.  Is it really safe to assume that everyone who has
ever contributed, or will ever contribute, to the error.c in gnulib
are fine with having their work being used as LGPL?  The file give
contributors an impression that it is under GPL.  Generalize for other
similar files.

Since I guess not all of the files I need will be relicensed, I have
created a project "Lesser GNULib" that will hold LGPL rewrites of
various files.  See <http://josefsson.org/lessergnulib/>.  I've
started with a couple of modules that I needed (like strdup), but will
add more as I make more use of GNU enhanced interfaces in my other
projects.

Btw, what is the license on the files in modules/?
