I personally do no such thing for Bison.  As part of Bison's
release procedure, an announcement message is generated, with
these headers:

To: address@hidden
Cc: address@hidden, address@hidden, Sébastien Villemot <address@hidden>, 
address@hidden
Mail-Followup-To: address@hidden
Subject: Bison 3.2.2 released [stable]

I assume that some robot on the translation project receives
these messages and processes them to take the latest release.
In which case, we should automate such a procedure (automating
in the sense of preparing everything, not (yet) in the sense of
a crontab.

Or maybe the translation project could work on top of git now?
It would help with the unfortunate current state in which any
new string is necessarily first release untranslated.  Translators
have no chance to catch them before (unless there is a beta
release, which is still a release).
