Well, the funny thing is that usually you prevent users from setting the
priority themselves because you do *not* want every
report/ticket/request to be high(est) priorized...
Maybe there is a way to set a default severity for submitted bugs? If it
is not, the savannah folks should probably implement this.


I think that is the reason, although other bug systems, like gnats, let you set the severity, you are just not allowed to set it to the highest setting.
