I ran into the same problem.  The cause, as near as I could determine, was
that the makefiles were trying to run the non-prefixed names (troff, pic,
etc.) and because I was building on Solaris the binaries were actually
built as gtroff, gpic, etc.  As a result, the makefile ended up finding
the system troff, pic, etc. and of course that didn't work.
