Details:


After compiling grub-1.98 there is no pxe.mod, and the resulting efi boot
image is not able to pull files via the tftp PXE server.

Means to replicate:

~/src/grub-1.98# ./configure --with-platform=efi --enable-efiemu=no
--enable-grub-fstest=no --enable-grub-mkfont=no --prefix=/opt/grub2-efi/

make

make install

:~/src/grub-1.98# find /opt/grub2-efi/ -name pxe.mod
:~/src/grub-1.98# 

The resulting EFI grub image is not able to obtain its config file via TFTP:

/opt/grub2-efi/bin/grub-mkimage --output=/tftpboot/efi/grub.efi boot linux
part_gpt fat ext2 normal sh configfile lspci ls reboot datetime  loadenv
search lvm help.mod
