is not related or supported by MinGW. See both the TDM site and MinGW site for details. Calling that platform MinGW is misleading and not welcome by the MinGW team. Even if TDM did a very god job and he is a MinGW developer.
Please note that some activities to release the next "official" MinGW compiler 
(Gcc 4.4.0) are just started. It will be very interesting to build GSL with Gcc 4.4.0
