While if the previous bar is added in, it works.
If you start a piece with a << {} {} >>, then LilyPond doesn't know if
you want
polyphony, or if you want two separate staffs. To specify polyphony, you
need to use \new Voice { ... }
This is discussed somewhere in the tutorial or the beginning of the
notation manual; have a look for it for more info.
