The first and third lines mean that, yeah.  But the 'none
required' -- does that mean "no extra measure are required, since
we have the normal mbrtowc" ?

That seems like a weird interpretation, but this would hardly be
the first time I've seen a difficult-to-understand compiler or
configure message.  :)
