As of 2.13.4, the SVG backend creates a single SVG file for each page of
output.  This is what most users would expect.

The SVG Print 1.2 spec introduces the <pageSet> and <page> tags, which
support multiple pages of output within a single SVG file.

A program option (maybe -dsvg-multiple-page) could be used to turn on this
behavior.

Currently, no known application supports these tags, and SVG Print 1.2 is
in a working-draft stage, so it might be a good idea to implement this
if/when <pageSet> and <page> are ever supported.
