At least this may be an enhancement request (i can not see any way to control
identical tempo appearance by the moment).

I'm not competent enough to really judge, but I would say it's correct behaviour (I suppose repeated clefs or key signatures aren't printed either).
Nevertheless I can see the necessity for a repeated tempo mark.
So I'd suggest using a simple \markup as a workaround.
Maybe one could also use an invisible tempo change immediately before the repeated tempo mark?

And finally I'd suggest filing an enhancement request making such a repeated mark possible.
Please think aobut rephrasing your wish as an enhancement request.
