Nevertheless I can see the necessity for a repeated tempo mark. So I'd suggest using a simple \markup as a workaround.Maybe one could also use an invisible tempo change immediately before the repeated tempo mark?
And finally I'd suggest filing an enhancement request making such a repeated mark possible.
Please think aobut rephrasing your wish as an enhancement request. Best Urs
