Fixed version of NR 3.1.5 with described minimal fix pushed as  
a4784ac9714fb3ec737fc4afedd4ea7ef4ad4209.  The main issue of insufficient  
(rather than completely wrong) documentation of \layout and its possible  
places remains.

I am using a creative new tag to indicate the version of the documentation  
that makes it possible to consider this report invalid...
