Mike: if we waited until we had experts on the team who can do stuff, we  
would not have any binary releases at all.  The last releases would be  
2.12.2 and 2.13.0.

Phil: so os.popen3() fails?  that's surprising, but without more  
information I can't guess at why.

I'll try to look at this in a few days.
