Oops, I can see the problem as well on 2.18.2.
I didn't notice the version number in the report, and saw it on the
bug-tracker so I tried only the development version.

It was fixed with issue 3254.
Before that, the dynamics were aligned to whatever had already been put
into the column of notes, text-scripts, dynamics, etc. After that fix,
objects with no parent note are aligned to the union of all the notes
at the same moment.
