No.  In fact, (unless there is a bug in Parted!), you only need to reboot
if Parted tells you that you need to.

Yes.

Parted will complain if you try to do something it doesn't let you do.

"move" is supposed to be used when the old and new partitions won't
overlap.

"resize" is supposed to be used when the old and new partitions do
overlap.

I don't know why I split these up.  It seems stupid to have two
commands.  Sorry!

You write the partboot image to a floppy disk (and a partroot image
to a second floppy disk), and then "boot" from them.  This usually
involves putting the disk in the computer, and turning it on.
You might need to go into your "BIOS setup/configuration" to do this,
though.
