File conflict caused by new "restore" script in tar-1.35

"dump" is a long-standing and popular utility for backing up and 
restoring EXT[234] filesystems (https://dump.sourceforge.io/). As part 
of that utility, the "restore" program exists in /usr/bin.

It seems that a new "restore" script has been added to tar in 1.35. This 
causes a conflict on machines where "dump" is installed, which seems not 
to be a very good idea. Perhaps a different name ought to be used?
